The Texas Association of Nonprofit Organizations is honored to have its President & CEO, Barry Silverberg, serve as one of eight nonprofit leaders from throughout the State of Texas on the Texas Legislature mandated Health & Human Services Commission's Task Force on Strengthening Nonprofit Capacity formed as a result of the passage of HB 492. OneStar Foundation is working closely with the Commission in staffing the Task Force.
TANO urges all nonprofits to be represented at and to offer testimony at the Task Force's Public Hearings.

Purpose - The HHSC Task Force on Strengthening Nonprofit Capacity invites the public to provide testimony and written comments about how to strengthen nonprofit capacity for providing charitable and social services to Texans in need. The public input will be used to help develop recommendations and a report for the Texas Legislature" that will be submitted on September 1, 2010.
- Austin: April 19, Thompson Conference Center, Room 3.102, 2405 Robert Dedman Drive
- Harlingen: June 8, Harlingen Cultural Arts Center, Liberty Hall, 576 ’76 Drive (behind the public library). Begins at 1 p.m. and ends at 3 p.m.
- El Paso: June 21, El Paso Community College Administrative Services Center, Building A, Room A200, 9050 Viscount Boulevard. Begins at 10 a.m. and ends at noon.
To Offer Testimony at Public Hearing - "Any person wishing to provide testimony in the public hearing process must complete a Testimony Registration Form. Registration to provide testimony is on a first come, first served basis. Registration must be completed no later than 15 minutes before the public comment phase of the public hearing. Individuals will testify in the order signed in at the public hearing Testimony Registration table. Testimony is limited to five minutes per person. The task force will hear testimony until the scheduled adjournment of the public hearing."
Written Comments - "Written comments on strengthening nonprofit capacity may be submitted at the public hearings and by mail through May 1. Topics of Interest to Task Force - Topics of particular interest to the Task Force members and other state leaders are:
- Funding opportunities: How do you receive funding? How are you alerted to grant opportunities? Have you ever applied for a federal, state or local grant? If so, what was that experience like, and what are your recommendations for improvement? If not, what are the reasons funding has not been sought from governmental entities? What do you need to improve access to funding opportunities?
- Volunteer recruitment: How do you recruit and utilize volunteers? Is it successful? How do you measure your volunteer program’s success?
- Challenges and suggestions for improvement: What are the challenges you face as a faith-based and community organization? Examples could include partnering with local, state or federal governments; applying for grants; impact of reimbursement processes from funders; volunteer recruitment; or collaborating with local partners.
- Impact: How do you measure your impact and communicate your effectiveness to board members, grant funders and other stakeholders?
- Other: What else would you Task Force members to know about your needs that will help you serve the citizens of Texas?
